Startling facts emerge from a survey conducted by Migration Information & Resources Centre
During Sept. and October over a lakh families migrate in search of work to distant StatesOnly 9 per cent of the surveyed children had the opportunity of education at the work sites
BHUBANESWAR: When a family migrates from western Orissa to far off places like Andhra Pradesh and Tamil Nadu every year, arranging two square meals a day remains uppermost in the mind, but it has little idea as to how children are losing their future in the process.
A survey conducted by MIRC, (Migration Information & Resources Centre), Aide et Action South Asia, a voluntary organisation, revealed disturbing pictures about children’s vulnerability to get dropped out from schools.
As high as 51 per cent of the children surveyed are currently out of the education system while of that 28 per cent have never had the opportunity of being in school, MIRC said.
Of the 49 per cent who have been to the school, the study revealed that most of the children, who had migrated for work, had to repeat classes as they were unable to appear for the final examinations. These incidents have given rise to the phenomena those children as old as 15 are studying in standards as low as 5th standard.
Similarly, 49 per cent of the children fall in the age group of 6-14 years but are out of school for around eight months in an academic year because of migration.
The only time they attend the school is during non migration period of July-November
Despite efforts of civil society and State government, it is surprising that only 9 per cent of the surveyed children had the opportunity of education at the work sites.
The quality of education at work sites is below par, as stated by children and teachers at the work sites, it said.
Aid et Action South Asia had covered five blocks in Bolangir, Nuapada and Bargarh district in its study.
From each of the villages, 30 families, who have been migrating regularly, were chosen as sample for the study.
Vies of 1,184 households and population of 5,380, out of which migrating population is 4084, were recorded.
During September and October over a lakh families migrate in search of work to distant states owing to drought, rural destitution and failure of entitlements. Around 25 per cent of the migrants constitute children and they completely miss out on education both in source as well as destination areas.
National workshop
Researchers demanded creation of data base of child migration in the migration prone districts and establishment of child tracking mechanism at the sources and destination.
The study was shared at a national workshop on “Child Migration- India’s New Challenges in Education” held here on Monday.

Withdraw your support from polluting industries, invest in organic
agriculture and remunerate us at par with the government and corporate
employees. We will not commit suicide and you will not have to spend
so much to discuss 'food insecurity due to climate change'.
Sambalpur, 7th December 2009 - The Fifteenth Conference of the Parties
to the UN Framework Convention on Climate Change (UNFCCC) and Fifth
Meeting of the Parties to the Kyoto Protocol (COP 15 and COP/MOP 5)
begins today, just a day after the Orissa Legislative Assembly's
current session was wrapped up in a hush half way through. The
otherwise strong and majority government of Orissa has been in
tremendous pressure both from farmers and opposition parties for two
reasons - one, for the serial suicides by farmers and; two, the huge
mining scam running to hundreds of crores.
As it's build up for the COP 15, Water Initiatives Orissa (WIO) ( a
network of civil society organizations and other concerned individuals
including researchers, academia, media persons, working on water and
climate change issues for about a decade now) met hundreds of farmers
and rural population to collect their 'agenda' for the world leaders
who would be negotiating the future of this world at COP 15. These
included the widows and orphans of farmers who have committed suicide
this year due to failure of agriculture owing to delayed and deficient
rainfall. As expected, the people have set in an 'agenda' that would
not only help Orissa fight food insecurity in a changing climate
scenario but also teach the world some lesions on sustainable ways to
adapt to climate change.
WIO team received thousands of interesting and heart touching
suggestions, appeals and warnings from the farmers it met. This list
is just a short one in which we have tried to capture the essence of
what the people would like to convey to the world leaders. In doing
this, WIO has taken care that people's own language and way of
communication is retained to the maximum extent possible.
We are climate's widows and orphans. It is failing us more regularly
and intensely than ever before. The recent suicides by our
husbands/fathers/fellow farmers are because of the delayed and
insufficient rainfall which increased the heat in the area so much
that the insects like swarming caterpillars stayed for longer days and
multiplied in thousands damaging our standing crops overnight. Our
government is offering us peanuts in terms of ex-gratia payments and
subsidies in sprayer machines. Ask our government to understand the
real problem that is 'climate change' caused by its faulty policies
and do something that will last.
We are poor farmers still depending on rain God for our farming. We
gave our lands for the mighty Hirakud Dam but yet to get assured
irrigation ourselves. The government is now giving away the water to
industries which are as such taking all our ground water, polluting
our rivers and increasing the heat of our areas further. Ask our
government to stop this disparity and give us assured irrigation from
small irrigation systems including farm ponds that we can manage
ourselves.
We have been protecting our forests but the government is destroying
it through mining and other industrial projects. The urban people are
also using lot of our forests for their luxury. We have survived on
the forests and organic agriculture. Ask our government to give us
complete right over the forest resources and stop further destruction
of the same in the name of industrial development that is causing
further damage to the environment and contributing to climate change.
We have heard that there are Agriculture Universities in our state
where agriculture scientists are there to support us in making farming
a profitable affair. Do you know while at the time of independence, a
teacher was getting 20 rupees as monthly salary, now they are drawing
more than 20 thousand rupees. And this is further more for officers
and the above agriculture officials and scientists must also be
drawing several thousand as salary. We have heard that the President
of India gets one lakh and fifty thousand rupees as salary. All of
you call that India is a country of farmers and for farmers. Why then
we get only 700 to 800 rupees per 100 kgs of paddy? At the time of
independence of our country, two bags of paddy fetched 10 grams of
gold. You better know the price now. Why is it only in our case that
remuneration has not grown? What these agriculture officials and
scientists have done then? Please ask our government to shut all these
agriculture universities and offices. Also ask all those officials
and scientists to return all the remuneration and other facilities
they have derived over the last several decades.
As such also whatever knowledge we have got from these officials has
damaged our ways of ecological farming. We were better off earlier
with our ways of organic farming. Your officials taught us to switch
to chemical farming. Our costs of production have grown to provide
you food security and we are starving and committing suicide. Ask our
government to promote institutions which could teach us farming that
would not only be profitable but also protect the ecology. Establish
these institutions in remote areas from the money recovered from your
agriculture officials and scientists. And if that money falls short,
recover the hundreds of crores from the mine owners that have not only
cheated the public exchequer but also polluted the environment beyond
damage. And one more thing, make the farmers owners and trainers in
these institutions.
We had never seen farmers in rain fed areas committing suicide. As
you may be aware more than 20 farmers have already ended their lives
within a span of two months. This is all because of your faulty
policies and the climate change caused by the industries, mining and
other projects that you are promoting in our vicinity. The way you
people are living your lives is all against the nature's law of
survival. You have caused climate change and we are bearing the
brunt. Ask our government and your investors to dismantle all these
projects and promote agriculture instead.
Provided your support we can feed the whole world from our crop
fields. So, withdraw your support from polluting industries and
invest in organic agriculture and remunerate us at par with the
government and corporate employees. We will not commit suicide and
you will not have to spend so much to discuss 'food insecurity due to
climate change'.

*Who will protect the tribals of Narayanapatna?* The Chasi Mulia Adivasi Sangh (CMAS) leading the tribal agitation to lead the lives free from the clutches of money lenders, land grabbing non-tribals, liquor (vendors belonging to a particular community), corrupt politician, equally corrupt bureaucrats. The agitation almost turning into a peace after visiting the village Bhaliaput by series of peaceful committees. The paternal land of the tribals when failed to get back though a democratic process got the land through mass movement. Here the question of the leader is leadership doesn't arise. However quiet surprisingly the government declared Nachika Linga as "most wanted person" which recollects no other than British raaj before independence. This it most probably would remind in the history like another leader Mr. Laxman Nayak who was sent to gallows couple of year before independence. I never had jurrying a leader who was fighting for the right to live in a society not allowed to provide the right to live not only to him but also to his community. I don't know whether it is a democracy or demon cracy. The armed constabulary deployed in Narayanapatna doesn't know the language which the tribal dialects speak not even Oriya who are hunting the tribals in Narayanapatna turned a hunting ground backed by bureaucrats. the politicians sitting at New Delhi or at Bhubaneswar dictating the terms to his armed constabulary most probably to eliminate in the name of peace. This is what actually happens several times even before independence. Around 64 persons including children taken to police custody and confined them in jail. The cases initiated against them attract life imprisonment or hang to death. It is practically not possible on the part of the lawyers to bail them out within months. The armed constabularies are now the part of the state terrorism looting and destroying the belongings of the tribals even which includes chickens, goats and other tribal foods which is essential throughout the year. PDS system completely failed schools remained closed the school going children with their old and young family members inside the jungle out of fear under the severe cold. The land seized by the tribals from the non-tribals cultivated and expected bumper crop first time this year by using organic fertilizer. When they are about to harvest the paddy the police calculatedly killed the tribal leader M.Singanna and two others (one body under mystery) and followed systematically depressing the tribals. Is it not the duty of the sub-collector who is claiming himself a member of poor farmer's family to look out the other farmers (tribals) those who are starving without food? In fact the tribals raised healthy crops successfully on 2000 acres but after the killing of the leaders on 20.11.09 the fields are still waiting of harvesting. In the meantime the state influences the CMAS to share the crops between the tribals and non-tribals which are UN constituonal and bad principles. The cruel administration and the hiding attacks spoiled the farming infrastructures of the tribal at Narayanapatna which leads one again slavery after 64 years of independence. Now the activists are prevented to enter in Narayanapatna, independent press is not allowed to enter even if they entered their movements are being watched by the plain dressed police officials.* Except local press and electronic media representatives who are also part and partials of the tribal land grabbers.* We don't understand whether the Koraput district is manned by district administration or police officials. The press even not allowed meeting the UTPs of Narayanapatna in Koraput jail even after obtaining the permission from the District Magistrate who is competent authority to permit to meet the UTPs inside jail as per the jail manual. Dear all, Pranam ! Sham of democracy has again shamed the state of Orissa (Odisha). Ironically, the treasury bench has found that the Assembly of the state has nothing serious to discuss and has decided to abruptly terminate the Assembly session a full 13 days ahead of its schedule. When the state is gripped with the beginning of a farmer suicide syndrome, when a gigantic mining scam is slowly unearthing, when land settlement issues in disputed territories are becoming increasingly undemocratic... the government found nothing serious to discuss. This kind of shamelessness on the part of the government to prorogue the Assembly so abruptly and so ahead of its scheduled session is highly disgusting and deplorable. Government side argues that this is not new and such instances have happened in the past. Such arguments are not untrue and the Assembly has been terminated ahead of its schedule in few cases. We can immediately recall to the incidence of premature closure of the session after the opposition stalled proceedings consecutively for days in the aftermath of lathicharge on the agitating farmers in Burla over Hirakud reservoir water diversion. While proroguing/terminating after serious disruptions of proceedings or genuine absence of issues can be justified somehow, the situation was not such this time. Plethora of serious issues are there to be discussed. But the government's eyes are closed to those and hence it is not able to see such issues. But even this may not be true. The government is deliberately trying to gloss over the issues. And it is adopting all kind of undemocratic means to achieve its objectives. While the government has shown its intolerance to opposition in the past, with this incidence, a new chapter in its heinous governance has been added. The government has lost all democratic credentials and has just become a 'byapari'. And god knows what will be the fate of the state. Our ancient literatures say, 'Jahin Raja Byapari... Tahin Praja Bhikari'. It is nothing but a clear case to avoid critical but uneasy (for the government) discussions and debates. The CSOs must rise to deplore this incidence with the strongest of language. This kind of disgraceful treatment of democracy is a peril to the society. With regards Bimal Prasad Pandia 9438488563

BHUBANESWAR: With police hot on the trails of Nachika Linga, the Chasi
Mulia Adivasi Sangha (CMAS) head, a delegation led by activist Medha
Patkar today met Governor Murlidhar Chandrakant Bhandare here to seek
protection for the rebel leader besides restoring crop harvesting
rights to the tribals.
Likening the police action in Narayanpatna to Salwa Judum, the
activists in their memorandum submitted to the Governor stated that
the tribal outfit only enforced what the administration couldn't.
The Regulation 2 of 1956 and an amendment made in 2002 called for the
rights of tribals over their land. Since the government circulars in
this regard failed, the CMAS had to take action on their own by
bringing together political force in the area, the memorandum said,
adding, the move was not acceptable to land grabbers, liquor vendors
and vested interest groups.
Drawing the Governor's attention to recent spate of arrests, Medha and
other members said tribals brought under their control 2,500 acres
from land-grabbers but with police action, they cannot harvest their
crops. Accusing the police of having a nexus, the activists demanded
that harvesting rights must remain with the 30,000 tribals or else
they will face starvation and their food right will be in jeopardy.
The delegation also questioned the manner in which police had been
launching a campaign against Nachika Linga. By circulating posters of
the leader as one of the most wanted, police are presenting him as a
hardcore criminal. ``We are apprehensive that he may be killed in a
fake encounter,'' they said demanding protection for Linga.
The delegation which comprised Prafulla Samantara, Lingaraj, Siva Ram
and Bhala Chandra Sarangi also raised the issue of arrest of Tapan
Mishra, a former councillor who had been branded as a Left extremist.
They demanded that the Tribal Advisory Committee be convened
immediately for discussing the issue of tribal rights in the region.

Bhubaneswar: The Bt Brinjal has been approved by the GEAC based upon
an "Expert Committee Report - 2" (EC-2). At least one official who
prepared the report was the one who helped GEAC interpret the report
and approve it. There was "tremendous pressure" to approve the Bt Crop
as the Chairman of the EC-2 Prof R Arjula Reddy confidentially
conveyed to Dr Pushpa Bhargava Founder and ex-Director of Centre for
Cellular and Molecular Biology and Supreme Court nominee to the GEAC.
Dr G V Ramanjaneyulu, Director of Centre for Sustainable Agriculture,
who has proven that pests in cotton can be tackled without life
threatening pesticides, says the report is rigged and has appealed for
a review.
On the performance part too Central Institute of Cotton Research,
Nagpur reveal that soil becomes deficient of micronutrients in the
third year of Bt Cotton cultivation. Agriculture scientists say the
disease 'lalya' that is affecting the crop in the state points to a
lack of micronutrients and moisture content in soils, which are fast
degrading. This year's scanty rainfall exposed the soil's
deteriorating health. Bad soil health, says a senior soil scientist
from the Central Institute of Cotton Research (CICR) at Nagpur, mires
plant growth and leads to low yields.
A recent study by the MS Swaminathan Research Foundation (MSSRF)
found, as a sample, the soils in Wardha district heavily deficient in
18 micronutrients that breathe life in plants and dictate the yields.
Bt Cotton also needs irrigation facilities.
It is very clear that only a rigged report can salvage the situation
and the seed manufacturers are exactly doing just that.
In Orissa an RTI reply from OUAT indicates that the IPM (Integrated
Pest Management) and NPM (Non pesticidal pest management) has done
better than all the other measures in trying to control the fruit and
stem borer. Should we aim at safe methods like NPM and IPM or choose
the toxic Bt varieties in cotton and brinjal?
This information availed from OUAT shows that the damage in yield of
Brinjal can be reduced through IPM And NPM. In fact fruit yield could
be enhanced to 264.6 q/ha through NPM, i.e. by application of neem oil
cake at land preparation and spraying multineem, installation of
leucin lure, plucking of damaged shoots.
The Chairman of the expert committee, admitted in an interview to CNN
IBN that, "Genetically Engineered food products will not be equal to
the non-genetically engineered food products. That's for sure. Now,
how much damage, we do not know at this stage"!
If the approval process is so lax and so manipulative how can we be
sure that all bio-safety regulations will be in place when the Bt
Brinjal gets the final nod? We cannot be too sure as farmers have not
planted refugea in case of Bt Cotton. Particularly in Odisha, farmers
simply threw the packets of refugea not knowing what to do with them.
Scientists are very concerned that India is going forward with Bt
crops despite not having well equipped laboratories to fall back upon
in times of crisis. The experiment on rats was done by Mahyco for
ninety days whereas scientists insists it should be 10 years to know
how the generation wise effects.
With the mask falling off and the scary side of genetic modification
coming to the fore only vindicates the stance of critics that the
technology is dangerous. We also know now why countries are refusing
to push the farmers in greater peril. India and its population should
know the extent of damage that GM foods can bring in its wake before
coming to a decision.
On the other side a political game is played by Sri Jairam Ramesh,
Minister of Environment & Forests who has put the bill on hold for
three months as he wants to discuss with all stakeholders. But he too
seems to be under "tremendous pressure" to fast track the approval.
Our food security and safety already has been undermined. But this
time it is not ignorance but intimated and proven unpredictable
technology like GE food is being forced into our plates.
In Orissa farmers and people from all walks of life have urged both
the state government and the Centre to scrap the EC-2 report as

With more and more emphasis on quality education all over the country, trained teachers have come to play pivotal role.
Several surveys have pinpointed the sad state of primary and secondary education in the country.
Besides high drop out rates, low quality of teaching is a matter of concern for the Policy Makers.
Deterioration of quality is mainly due to untrained teachers, who largely man the primary and secondary schools through out the country.
Para teachers and Sikhsya Sahayaks employed in thousands by the State Government including Government of Odisha can not contribute to quality education and substitute qualified trained teachers.
With renewed stress on improvement of quality, there is a strong demand for trained teachers and a large number of private teachers' training colleges are promoted in different states.
Things are different in Odisha.
Here the establishment of private B.Ed. colleges has been banned by Law since 1988 during J B Patnaik regime.
That year the State Government enacted an amendment to the Odisha Education Act not to allow private B.Ed. colleges any more as there was little scope for trained teachers' employment.
No other state in the country has taken such lop sided step.
Although there is a sea change in the scenario in these 21 years, the State Government has stalked to its old policy.
This has resulted in Odisha having only 17 B.Ed. colleges, mostly in Government sector.
See the contrast!
West Bengal has got 127 B.Ed. colleges, where as Jharkhand has set up 54, Assam has 51 and Bihar has 47 B.Ed. institutions.
More and more B.Ed. colleges are being set up in all the states except Odisha.
National Council of Teacher Education (NCTE) was created in 1995 to approve and regulate the quality and standards of the Teachers Training Institutions.
According to NCTE Act-1995, primary and secondary schools can not have teachers who are not qualified as trained teachers from training institutions approved by the Council.
Despite this schools in Odisha are committing the illegality of employing untrained teachers.
NCTE Act also stipulates that no approval or No Objection Certificate (NOC) of the State Government is any longer necessary for the NCTE to approve establishment of a Teachers Training Institution.
If any B.Ed. college gets approval of NCTE, the examining boards or the universities are bound to give affiliation to the college, said a legal expert.
As such the ban under the Odisha Education (Amendment) Act-1988 is not valid as the Central act enacted in 1995 overrides an old state act, said the expert on Law.
However private B.Ed. institutions are not coming up to NCTE for approval apprehending legal problems, feel educationists.
There is great demand for trained teachers through out the country including Odisha.
Hundreds of retired trained teachers from the state are finding employment in private B.Ed. colleges in West Bengal, Jharkhand and Bihar.
Trained teachers coming out after passing are also having good career prospects, feel manpower planners.
Despite all this the State Government is not waking up to encourage more Teacher Training Schools in the state in private sector.
Although the headquarters of the NCTE Eastern Region, which gives the recognition is based here, nobody from Odisha is not daring to set up B.Ed. College in private sector.
When will the Government of Odisha wake up?

Dear Friends,
Like many of you, I have been going through all the Reports and Press
Statements of various Fact Finding Missions. One thing that has come
out clearly is that it is a cold-blooded murder of the tribals. It
seems apart from the two who were killed by the police on the spot,
three more have died of bullet injuries. More may die soon.
A few questions that are coming up need answers. They are as follows:
Is the Police Version published in the Media true? Were the tribals
planning to attack the Narayanpatna Police Station? Has there been any
real Gun-snatching? Has there been any administrative inquiry? What is
the Post Mortem Report indicating?
Was the firing avoidable? Why didn't police fire in the air to scare
away the mob? Why so many rounds of firing? Has there been any
conspiracy to kill the tribal leaders like Singanna?
Is the Report published by Media manipulated? How far is the media
report INDEPENDENT AND UNBIASED?
Why isn't this Police Firing creating a storm in the state? This is
in comparison to the Police Firing at Maikanch and Kalinganagar?
Why are the mainstream political parties silent?
Who is behind this killing? The local moneylenders and liquor brewers?
The local Mining companies? The local Politicians? The police bosses?
How much money has been raised to execute this killing?
Why is the protest by Human Rights Organisations so feeble?
I remember very much the case of Police Firing at Maikanch, Kashipur
on Dec 16, 2000 in which the Police, the Politicians and the Media
were blaming everything on the tribals and Agragamee and how much
pressure was on the Navin Patnaik Govt. to arrest me as the main
instigator. As it was evident, in the Justice PK Mishra Commission
Report, the firing was avoidable. More to it, there were evidence that
the then Collector and SP had got telephonic instruction from one
Cabinet Minister to go for the Police Firing. The local doctor who had
conducted the Post Mortem had confessed that one Police Inspector had
requested him to make a thin cut in his neck and then stitched up to
create an impression that he had been injured by the tribal arrows.
Under pressure the local doctor has conducted such a false operation
and the Inspector was with the bandage to show to the public that he
was truly injured! It was also stated by the then the Norwegian CEO of
Utkal Alumina that he knew who were behind this killing but later on
backtracked from his statement.This corporate must have spent huge
money to organise this killing. If you remember, there was so much
protest in Norway on this killing and involvement of Utkal Alumina
that the Norwegian Partner Norsk Hydro was forced to withdraw.
There were so much outcry over Maikanch Police Firing that the Chief
Minister Mr. Navin Patnaik was forced to institute a commission of
inquiry. It was initially to be conducted by a senior official of the
Government who was found to be a sympathiser of the Mining Companies
and was instrumental in banning Agragamee. When the Chief Minister
came to know about this, the Govt. had appointed Justice PK Mishra to
undertake the Commission of Inquiry. Even though the Commission of
Inquiry Report had indicted the police and especially the OIC of
Kashipur, this officer was allowed to continue for more than 3 years
even after the firing and the report was published. Those who were
responsible for police firing got their promotion. The ultimate result
is that people of Kashipur were traumatised by the firing. Hunderds of
people were booked ion false cases and many of them were in jail. All
these harassments led to reopening of Utkal Alumina. From all these
one can imagine what was the real intention of Maikanch Police Firing!
Nevertheless, now the Chief Minister should have the basic respect for
the lives of the innocent citizens and should take steps to institute
a commission of inquiry. All Human Rights Defenders must admits that
there has been a severe violation of fundamental rights of the tribals
and a process should begin to go to the heart of the matter and demand
justice.Let the mobilisation begin!
